Course Description

Results-Based Management (RBM) is a broad management strategy aiming at improving management effectiveness and accountability by:

  • Defining realistic expected results
  • Monitoring progress toward results achievement
  • Integrating lessons learned into management decisions
  • Reporting on performance

RBM focuses on achievement of expected results: outputs, outcomes and impact throughout the management process. Thus it is a move away from input-based or activity-based management. RBM is intended to improve both accountability and management effectiveness and could be applied at corporate, project / program and country level. RBM is a management approach of many development organizations and also provides guidance to many bilateral donors and implementing agencies.

Results-Based Management (RBM) is a critical factor in ensuring the success of a program/ project. It ensures that all aspects of designing, implementing and monitoring and evaluating a program / project is done transparently and in a manner that ensures accountability. This RBM course strives to impart development practitioners with the essential skills that will help them in making better decisions throughout the program/ project life. After the completion of this training program, the participants:

  • Understand the philosophy and principles of RBM
  • Have a thorough knowledge and understanding of the Logical Framework Approach (LFA)
  • Are able to use the Logical Framework Approach in their own fields of work for the planning, implementation and monitoring of (Technical Cooperation) projects.
  • Know the main elements of a good project document
  • Understand how to apply Results-Based Management throughout the project cycle (identification – formulation – implementation – monitoring/evaluation and reporting)
  • Are able to develop impact-oriented monitoring approaches based on a concise planning document

  • Defining System Borders and Results Hypotheses (Results Chains)
  • Clarifying Interests within the Project and Among Relevant Stakeholders / Actors

Day 3: Monitoring System Steps 1, 2, 3 and 4

Methodology

Emphasis is on practical skills. Plenary presentation and group work with the use of templates, and practical tools will be supplemented with Knowledge Transfer Activities that each participant will develop and implement in their work. Only a small number (10-15) of participants will be admitted for the training to ensure quality time utilization for each participant and enough chance to exchange practical experiences with other participants. Presentations, guided dialogue, group discussions, group work, case studies using real life examples from the participants, exercises, and cross-team coaching will also be used.
